Probably not going to happen. The community will end up making better maps than the official ones and no one will play on the official ones ever again.

Seeing community maps get made official with a Blizzard-quality art upgrade would be the best-case scenario. Still, if we do get map tools at all, I don't see it happening any time soon.
A map editor would be super cool for custom gamemodes, I'm still dreaming of bunnyhop/surf-style wallriding maps for Lucio
A lack of custom tools are what's really killing the longevity of modern multiplayer games, go for it.
They already put in a "server browser" and the ability to make custom games. Why not just go full on and make map tools? Embracing the community will only help to ensure its longevity even more so. The only downside I can see to this is them making custom games not award XP anymore, because I guarantee there will be "XP farming" maps, just as there were achievement and idling maps in TF2. I'd definitely love to see community maps added to the official pool though. There's bound to be some talented people in the massive Overwatch community.
