i've always wanted to manage a soccer team in a game
These games are always on the top of the list for most games played on steam, yet i never see anyone playing it.

Sports games are very popular outside the "gamer" crowd. Thats why you never hear about them.
I played FM11, it was pretty boring for me.
It's pretty much for football enthusiasts only, bunch of my classmates played it.
I feel like I'm the only portuguese boy that doesn't like football that awful much. :(
Pro Evolution Soccer and FIFA were much more fun for me, but they got old quickly too.
I don't understand why you would buy this game when there are games for every sport where you get to manage AND actually play the game.
Every country but the U.S probably cares about this game.

Not the good ones. They have in depth management systems without a lot of the extra stuff in this one that just seem to overcomplicate it.
Not to mention good in-game gameplay.

The ones 2K makes instead of EA. Like NBA 2K11 has a ton of depth on the managing aspect if you want to get into it but you can also sim most everything if you just want to play the game.
You can control team salaries, practices, trade players, lineups, free agents, minor leagues, and it's pretty amazing how accurate the drafting process is and how it randomly generates new rookies to simulate the real NBA and keeps their stats changing according to how they progress over their career.
The management aspect alone is way too deep for me to describe in one post however.
And unlike in specifically "manager" games, there's some actual gameplay along with that.

First of all, 2K Sports make amazing sports games and their games are the reason I've stopped playing FIFA/PES, because after superb NBA 2K series those games feel like a total crap. And frankly the management aspect in NHL/NBA/MLB 2K is nowhere near close to that of Football Manager's one. I wish 2K made football series too, but they don't so these manager games are the only good games available to football fans. There is also nothing wrong with "no actual gameplay", because a lot of people enjoy just managing, not only it's extremely detailed and deep but it also doesn't require that much attention. While playing FM I always watch TV or some movie, which would be impossible during "actual gameplay".

2k use to do football games that were like the nba series but EA bought the nfl player rights so 2k could not do any football game anymore

Except NBA2K11 is a basketball game and features only US leagues.
Football Manager has the information of 51 countries (117 leagues) and 164000 players, not to mention international leagues like the Champions League, Gold Cup, Euro, World Cup, etc. etc.
It pretty much also does what you mentioned (and actually more in line with the real world in stuff like player morale and such), and more like press conferences (in NBA2K11 they exist but only for your custom made player), other coaches relations, international calls, etc.
It´s stupid to compare the 2 really, NBA2K does a really good season mode, but really comparing it to FM in terms of depth really really stretching the line. FM does everything that NBA2K11 (at least what you can actually compare, it is a basketball/football game after all) and more plus much more in-depth.
And I still can´t get what your saying with the "actual gameplay", it clearly proves that the point of FM flies over your head. The point of it was never to place you in the game, you are the manager remember? You know, the bloke OUTSIDE the pitch.
It´s like saying:
"Why do people buy racing games? GTA does that plus shooting and shit!"

I'm not sure if I'm going to get it this year, I don't know if the improvements are worth it. I usually get it every other year, but I just don't know if it's worth it this time.
There's some copyright/licensing issue with FM in Germany. They can't use the German national team in the game for some reason.

You just have to delete 3 files inside some folder before starting the game and it will be fixed.
