Small graphical bug on 2d things (desktop, browser).

I am ocassionally seeing small artifacts(?) on my screen, usually when just browsing the internet. I have not seen any problems in games / 3d applications.
This is pretty much what they look like, (its just the side of a web page):

At first there was just 2 lines, then when I scrolled up, more appeared at each "jump" as I scrolled, they appeared at the top of the page, just where it touches the toolbar. They stay in the same place when I scroll up and down, so im pretty sure its not a problem with the actual screen / cable, but they seem to be build into the page sort of. That and the fact I can actually take a screenshot of it, does that mean that its less likely a hardware problem?
Edit: It just happened again, and minimizing and reopening the browser made it disappear, in case that helps.
Every time I have seen it like this, it has been in a web browser (I use google chrome). However the only other graphical bug I have seen recently is when I locked the pc, the bottom inch or so of the lock screen was black, quite a different bug, and dissappeared when I unlocked and relocked it.
Specs:
Phenom II x4 965 @ 3.4ghz (stock)
8GB (2x4gb) Corsair Vengeance 1666mhz (recently added, about a week or so ago)
750w OCZ zs series non modular (added same time as new ram)
Sapphire HD 6870 Toxic.
As I said, it seems to come up in the browser itself and I have had no problems in 3D applications.
I really hope this isn't a GPU problem. :c
Does this happen on every browser?
Hmm, good question, I will try firefox for a while and see if it comes up.
Edit: I'd try it if it stopped crashing every 2 minutes.
Seriously, firefox seems unusable compared to chrome now.
Not seeing any in firefox, but I havent really used it long enough to be sure. Might reinstall chrome and see if I still get it though.
Edit: I cant bare to use firefox anymore, I'll try some more later.
Edit: It crashed when I closed it.
Looks like GPU artifacting to me.
Run furmark and see if there are any artifacts there
