The Maine Department of Corrections is investigating to determine how the press obtained video and documents about a captain's treatment of an inmate last year.
The video and related documents recount how Capt. Shawn Welch, an official at the Maine Correctional Center in Windham, used pepper spray on an inmate who was bound in a restraint chair, then left him in distress for more than 20 minutes. A story about the incident appeared in this week's Maine Sunday Telegram.
I think this is a bit overkill for spitting.
When one officer pinned his head to the chair, Schlosser struggled and spit at an officer. Welch sprayed him at close range with pepper spray, called OC spray, from a canister intended to be used on multiple people at a distance of 18 to 20 feet, according to an investigator's report.
Welch then refused to let Schlosser, who said he couldn't breathe, wash his face for 24 minutes. A spit mask was placed over Schlosser's mouth and nose, trapping the pepper spray against his face.
Well I'm not too proud of living here right about now.
People who can't handle their power shouldn't have it in the first place

Who can, though? My brother has been through the system his whole life and he's never had a positive experience with a police officer or corrections officer or an officer of any kind, I don't know anyone who has, they're all fucking dickheads. I know the old saying is "absolute power corrupts absolutely", but you could really just shorten that to "power corrupts".
All of this because he apparently spit on an officer? Torture is not a viable punishment. Send him to his cell, cuff him, hell put him in solitary for a day or two. But this? I don't know what that guys crime is but I feel bad about the way he's being treated.
Prisons are for rehabilitation. Not torture.
Fucking figures that the Department of Corrections' first response is to try and figure out who leaked it.
30 day suspension, my ass. Looks like they gave some lip service to firing the guy, but never actually did it. I got fired from delivering pizzas for missing one day of work once, but apparently in the Maine Department of Corrections you can strap a person to a chair and dump pepper spray in their face, and all you get is a 30 day vacation.
I'm used to cops getting wrist-slaps for abuse, but this guy isn't even a cop, he's a fuckin prison guard.

Wow brother hasn't had a single positive experience with a police officer? Wow, I can't count how many times I've had good experiences with officers. But, I can't say that I haven't had bad ones either. I'm not going to say, "Power corrupts", because there's always people out there trying to do the right thing with whatever power that they might have.
However... What's shown in the OP, and through the video is an act of cruel, and unusual punishment.

Hey I'm sure there's great people out there. I have confidence in the good of people.
I just haven't met a person yet who can wear a uniform without abusing it. I'd love to, I'm sure they're out there, I'm sure you've met them, but I haven't.
So right now I'm thinking:
If we don't get pissed off now as a society and really crack down on this sort of thing, who is going to shed a peep when it is us in that chair for some stupid thing?

yea man, just because your brother met with a certain few individuals in north carolina means that all cops are dickheads yea?

Your brother is a great source.
I've met a lot of police officers and they've all been nice.

I get it, we're dumb.

Has to do with my own personal experience as well. The most pleasant exchange I've had with an officer was when I had to deal with a matter of identity theft, I was assisting the officer in making his mistake apparent to him and giving him all the information needed to fix it and he still was acting like a dick to me.
Like I said, I have faith in humanity, I have confidence in the good that people can do, I just personally have never met a person who can wear a uniform without it affecting their attitude and how they treat other people. To me it seems like those who would actively seek such a position are the exact type who would abuse it.
And I understand how someone in that position can easily develop an "us vs them" mentality, especially in the environment of a correctional facility. I just think people aren't meant to be in power over each other, especially in an environment where one party is seen as a burden, it just doesn't work out, and shit like this happens far more than you'd ever imagine you just don't hear about it, that's why they're so mad at the guy who let this info out.
Eh.. is this how we deal with mental health issues in this country?

I guess all those Firemen, EMTs, Nurse, Docters and Red Cross workers abuse their power to?

Apparently before the spitting incident he was asking for his meds which are to be taken every 4 hours, yet he says he only gets them 4 times a day instead of 6.
How is that not torture?
What the fuck is wrong with these guards, they should be fucking punished, not with a 30 day vacation.

every 4 hours 4 times a day is 16 hours, because, you know, you don't take your meds when you sleep, normally.
bazinga
No, guys, spitting is actually a thing often done by low-life scum to try and infect the officer with some disease. Police carry around spit-masks for people that are caught so that this doesn't happen.
Still a pretty fucked up response, though, but keep in mind that during the officers training this was one of the things that he was trained to avoid like death, because if the person had HIV or some shit and spat on him then he'd have a chance of getting HIV as well.
Wait. Instead of trying to prevent such things from happening again, they try to prevent them from leaking?
What the fuck?!

Spraying OC Spray at an inmate who is uncooperative is actually a fairly standard procedure. Spitting can transmit many diseases and he was being physically uncooperative and verbally abusive. I agree on the deployment of the OC spray. However...
The OC spray did it's job. He immediately changed his behavior and became cooperative. Prior to securing him further they should have had the medical team get him taken care of. Restraining someone who has been OCed, especially in the face, has had serious consequences in the past. Once he became cooperative he should have been either taken to medical or had a medical team brought immediately to him. Once he was cleared up and found to have no health concerns from the incident then their investigation could continue. It's very obvious the spray changed his mind about spitting and being resistant.

I worked in corrections and actually have experience in these types of situations. I've done cell extractions, operated in 4-man teams, etc.
Lets get some shit straight, disease and illness is very prevalent...a lot of inmates are infected with nasty shit. Some don't know, others do know. Spitting in someones face is a very serious thing - you can run the risk get infected with something if it gets in the eye. That is the main goal of someone spitting in an CO's face to begin with. Though in my experience normally other body fluids are commonly used (Piss, shit, blood, seamen, etc).
They don't normally suit up like that for no reason, the restraint chair and spit net looks violent and painful but it isn't. Their use of force was very controlled compared to others I've seen. Them holding his head back and stuff is to prevent injury to himself and to refrain him from spitting again.
Also after an inmate is secured and placed in the chair medical staff (non-officers completely different staff) check the restraints to see if they're too tight, check his vitals, and he is placed in the chair for whatever period of time. Once in the chair he is put on medical watch (normally) and checked every 15 minutes, medical staff check his vitals and stats every few hours. After a few hour period the individual is normally allowed out so he can eat and used the restroom. Then if the person is complying they're not put back in the chair.
The captain or LT/supervisor is a dick head though, no arguing there. I don't understand why OC was used when the CO and response team had complete control of him. That was fucking excessive in my book. He was fired for it and then it was overturned? I dunno why, so that is more then likely why this video got leaked. Maybe by a disgruntled employee who didn't like that or maybe he didn't like the guy and just leaked it to get back at him. Who knows, who cares, the point is that guy was out of line.
What the fuck is wrong with these guards, they should be fucking punished, not with a 30 day vacation.
Can't blame the guards, they simply follow orders.
Prisons are for rehabilitation.
Not US prisons
Spitting is pretty bad because it could potentially spread any diseases the inmate has, and I can understand the guard being upset because of that.
But outright torture? Sheesh. He should have been fired, not suspended.

My roommate was watching a cop show called Alaskan State Troopers, which is pretty much COPS: Alaska edition, but anyways, the criminal guy was drunk and bleeding from the mouth and then he spat on the cop who was trying to arrest him. The cop ended up getting tested for HIV and it was positive, after that the cop left the show. Saliva won't trigger a disease, but if you're bleeding from the mouth then spitting will certainly potentially harm someone.
Well I'm not too proud of living here right about now.
Yes because incidents like this are indicative of the greater whole of an entire state. I actually like Maine a lot from my own personal experience.

Well in the U.S it's the other way around, our prison system is completely fucked.
