Yeah, unlimited data and unlimited hotspot gives me no reason to buy LTE-equipped hardware, though I realize I am probably spoiled in that regard.

On most modern cell phone plans, adding a device like a Surface would be $5 in the US. Of course, you may or may not have unlimited data to take advantage of it, so that's a different story.

unless you were me who had a wifi only tablet and a old touchscreen nokia that couldn't tether the internet and bottlenecked speeds by the phone.
That was in 2013. Today when i have a android smartphone and a laptop, i agree with you.

Businesses are big for this.
My company uses LTE tablets for work as they're constantly out and about doing inspections, often outdoors. There's loads of remote workers who are always on the move and tethering is just an extra unnecessary step when it's just quicker to turn on and go (not to mention most of the users barely know how to use their devices outside the bespoke apps).
Outside of work though, yeah I don't see a common scenario outside of being particularly unique.
