A Way To Verify Paypal Without a Credit Card/Bank Account?

You might be able to get away with a greendot card.

You can't really, without verifying you will have probably a maximum amount which you can receive and after which you cannot receive anymore unless you verify the account. E-Mail their support and find out, that's a definite way to find the right answer. I doubt anyone here works for PayPal.
