Possibly just an assumption made in conjunction with that promise Spencer made a while back that "future Xbox titles" would also be on Windows 10.

It's inferred to be on PC but there's no direct confirmation.
I expect a 4K patch for MCC will be released for Scorpio. Don't expect any new assets or anything just a resolution bump. Don't really expect it for PC, at least not this year when Scorpio launches.

There was a announcement that said all first party Xbox games would come to PC, but they later edited it to say something different, don't recall what, but it was no longer 'all' games

I think they edited it to specify that all games they showed off at 2016 E3 were on both PC and Xbone.
