Strange IP in NoScript's disallowed list on Facepunch and sites randomly failing to load

I got on the computer this morning and started browsing FP like I always do, while putting up a couple screenshots from Steam in a different tab. Facepunch started to act like it was down without notice, like the page was completely blank and the header in the tab was [url]http://www.facepunch.com[/url] etc. However if I refresh one or two times it loads normally, and no, nothing from Cloudflare is coming up. My two screenshots were doing the same thing. I checked the "Options" button on my NoScript tab and found this IP: 24.217.29.129 The option for it is gone now. I tried googling it and nothing really came up. Is it possible these two things are correlated? Have you tried disabling noscript to see if the problem still occurs?
