Ok, so I after rebooting my PC, steam says "Steam.exe(Main exception): to run steam you must first connect to the internet" and i'm like "FFFFFFFFFUUUUUUUUUUUUUU" because I can't play ANYTHING, so could anyone help?
Try removing the file 'clientregistry.blob' located in X:/program files/steam/
then restart steam
Did you install anything before you rebooted?
