Get an age card from the local garda station, or use a provisional/full drivers licence, easier to replace than a passport.

well if you don't know what it is then you probably don't have them there.
But its a pre-license pretty much, you have it for a year or so then you can get your license.
Learner's permit is a thing in US where you can drive if you have an adult next to you.
You can get it at age 15 in most places.
