Well major sites seem to have these annoying pop-ups... so I have this add-on that allows me to see where the website is being hosted, so I was wondering if there is a possibility to block / ban these IP Addresses?
What browser are you using? Use AdBlock if Firefox or Chrome.
That way you don't have to worry about putting all that effort into adding individual IP addresses yourself.

Yep firefox have many good add block addons and much more.
If you are serious about blocking IP addresses, use Peer Gaurdian.
If your only gripe is ads, use [URL="https://addons.mozilla.org/downloads/latest/1865/adblock_plus-1.1.3.xpi?src=external-abp.o-en-installation"]Adblock Plus[/URL]
