Duwang started getting better with time, the boner scene is one of better translated lines.

iirc he doesn't try doing that until one of his spin offs where he just tries that as a last resort and it actually worked.
If Araki wrote Rohan using it to its full extent all the time part 4 would've been a lot shorter

Araki really needs to stop making do-anything Stands. You'd think he would have gotten the message after Heaven's Door never being used properly and Echoes Act 2 being mostly written out because it's too broken.
I'm out of date on Jojolion but last time I checked Soft and Wet is ambiguous enough to be really broken.

I don't think S&W is that ambiguous. The only thing we don't really know is how much he can actually plunder with his bubbles, but overall, the stand seems pretty straight forward.

I think it's less of he's dumb, but more of he doesn't care enough. His whole ordeal is that he just wants to make his manga and pretty much nothing else.
Also, I think if you're aware of what HD can do, it's not that hard to counter since you need to look at it for it to work, on top of it seemingly having a small area of effect (I dunno about that though). Every time Rohan has used it offensively, it's been on unsuspecting people.

It's most likely this and the fact Rohan probably wants to give himself more credit than just doing behavior that would count as an "auto win, story over" scenario. The guy has pride, and he looks for experiences to write his manga off of.
