I honestly have no clue but that also cough my attention every time he used it. It's also not person-specific or anything, it's built-in suit somehow(and in his phone).

Arrow is slowly becoming more and more like an actual comic show, so its also got all the rushed shit for plot convenience and retcons incoming. Its amazing.
