So I have no doubt in my mind it was intentional.
The quotes on Facepunch are blue symbolizing the meth that even though a thing of the past, like the thing we quote, it still has effect on our lives, as in we responding to it.

It's clearly in a case that is the same tint as the meth he makes. There's totally symbolism behind it. Walt has never actually said anything to Hank, he has just given vague threats. When he finally puts down the CD with his signature blue, he's literally showing Hank his true colors. Besides, the symbolism doesn't have to be deep, since in the next scene Walt clearly explains himself and his motives, but it's clear the blue represents Heisenberg. And I doubt that CD case went through the hands of the prop team and in extreme coincidence and made it to air and still have the creators of the show be completely oblivious to it. A clear CD case would have made the point but seeing how the prop team went out of their way to use a blue case is evidence enough that it is intentional. Looked at a bunch of different CD cases online. Most of the time they're clear, or they come in assortments of different colors. Believe it or not, blue, let alone Heisenblue is not that common for CD cases. Definite symbolism, but I bet there's a lot more symbolism just like it in the show. When I re-watch Breaking Bad I'm definitely gonna have to keep a look out for shit like this.

I never really noticed it until seeing this thread though.
Having been watching through everything recently, I did in fact notice that jarring change. It kinda pissed me off for the first 10 minutes or so, then I completely forgot about it until it came up here again. I actually don't mind it in this case, it really changes the mood of many of the scenes, makes it more... I don't know... exotic or something. Like they live in a crazy sun-drenched place I could never hope to visit.
