True, but the context they're using it in is a little...off.
that's really only because you probably only think of memes as things posted to the internet (like comics and such). in reality the idea and the term meme have been around a lot longer
anyways the train joke was used too much, only really got funny at the very end there
But that's how they're using it, aren't they? Meme is less used in a sociological sense and more in the internet sense. Considering that, the show would definitely be making commentary on whatever the contemporary usage of the word is, which is in the internet sense. And since everything was in relation to minor internet fads (cats, planking)...
I felt that was a weak episode. Not terrible, just weak when compared to the first wo.

I actually really liked this episode, although I thought the whole butters thread was a bit pointless, and the ending seemed retarded until [sp]They made the self aware pandering joke, which is probably just a comment on the whole episode itself, which is pretty clever.[/sp]

Judging by the evolution comments they were using the original Dawkins definition of meme which is more correct than the internet one in a way.
I still cringe when I hear that word out loud thanks to insipid nerds. At least they pronounced it right.
Guess I was the only one that found the TSA episode to be very boring (it wasn't as bad as Assburgers or the shit one though).

What I really liked was how they used th voice clips of the republican candidaes.
Almost like "anything we could ever write will not be as dumb as those guys are so lets just take the reall clips"
Kind of a weak episode, but I still chuckled quite a bit. I was watching the old episodes, and I definitely miss the more personal plots. I love how current the new episodes are and they need to play off current events to continue to pump out episodes. I mean 16 seasons. Damn.

but the entire point of the episode was to point out how stupid pandering is.
"showing Republican hopefuls dancing with boobies" and all that business.
The main idea was that you could do ANYTHING, so long as it has a musical number, pointless celebrity bashing, and something making fun of Republicans, and people would eat it up.
It's like the Nascar episode; all the people who came away going, "HA, YEAH, NASCAR SURE IS FOR POOR AND STUPID PEOPLE." missed the point completely.
Jewbracbra probably is weakest one so far. I wad expecting something really good from making fun of bigfoot hunters
