It feels more like the movie now, with [sp]a pregnant police woman[/sp]. Also, I think Gus [sp]being a mailman is the connection to Norm trying to get his painting on a postage stamp.[/sp]

It adds some character depth to poor ol' Chief Bill. Bill's not a bad guy (some people think he's dirty which baffles me) but he's a simple, small-minded man. The AV Club says: "Odenkirk does such a great job of presenting the frustration and enthusiasm of someone who honestly does care, but who isn’t quite smart enough to get the whole picture. He could’ve been just an asshole or a joke, but he isn’t."
The events of the show have really hit him hard - remember how busted up he was talking to Lester? We know that it's just one or two guys, but Bill doesn't know that. There's been multiple shootouts, a home invasion, murder, crimes of passion, hitmen, insect plagues, infidelity, kids bringing guns to school... it looks to him like the sleepy little town of Bemidji is going to hell in a handbasket. He throws a party when Chaz is arrested, because he's so darn relieved that things have been resolved and can start to go back to normal. That's why he doesn't want to hear Molly's ideas or follow her tangled bulletin-board trails, things are fixed and quiet and finally he can have some peace of mind.
Adopting the lost boy shows that he's really an honest man trying to do good in the world. His simple joy at [I]finally[/I] having found and connecting with the boy - even weeping with joy, we're told - reinforces that, for all his faults, Bill isn't such a bad guy.
Also this show does the Coen-y thing of just having odd characters and scenes come in for no major importance so there's that too.

[sp]The refugee mentions stealing from Phoenix Farms when sharing his story with Molly, so Stravos definitely has to make a comeback, especially after her and Gus missed talking to him in a prior episode.
Bill says a line to Molly that is very important, something related to how meeting the refugee at the store was a coincidence and that "things will all work out in the end". Don't remember the exact line but it's a bit ironic to how Bill always opposed Molly for chasing after the Lester case.
Plot-wise, it's basically adding more incentive for Molly and Gus towards solving the case, and not to forget Budge and Pepper (Key and Peele's FBI characters) being reminded about the picture the ATM took of Malvo after Molly had contacted their department.[/sp]
