Simply because the series has a lot of European influence as is. That is, of course, if it got a Hollywood big screen treatment and not a local Japanese production.
That's a weird one because the series is actually pretty light on Japanese references, though it has been years since I watched it
If the film is being filmed in Japanese for a primarily Japanese audience, then I can see why they'd be using Japanese actors.

Music in that Morgan Teaser is primo, nothing I like better than a unique and spooky soundtrack. Listened to the Under the Skin soundtrack a ton. Can't say I'm a big fan of Kate Mara though, I think House of Cards ruined her for me.

He's too old to play Bond, but since we're used to him that could've been tolerable for the next film. Right now you want Bond that will be able to handle demanding physically films for the next 10-15 years. And while I'm in no position to evaluate Elba's physical abilities you want him to not look like old man running things. He's too old. Clive Owen's too old too.
