I'm not sure on the finer details but I'm almost certain that the walker in the tank had a back story which at one point was gonna be made into a mini web-seires sorta thing as a teaser of sorts for season 2, it was going to be pretty action packed following a bunch of soldiers as Atlanta fell around them. Got canned for some reason though which is a shame. That said there was talk not long ago about a spin off series following efforts to contain the initial outbreak which might see the light of day.

The walker in the tank was played by the guy who played Crashdown in BSG and was in another one of Darabont's films....The Mist I think. So he was there solely because Darabont wanted to do this side-story. But it was canned because Darabont got fired.
