[sp]I haven't read the comics but that doesn't seem like the Governor's style to me. He's evil but I think he'd prefer to kill them while they're alive because that would be pretty fearsome. I also think if it is him feeding the zombies then he is doing it out of satisfaction, to ruin the group's plans slowly. Why sneak in and risk being found when he can let the zombies do the work for him too?.[/sp]

About the Gov, I think he prefers to fuck them up mentally and cause a giant shitstorm amongst the group, basically destabalize them as much as possible - a loose group is less of an enemy than a sturdy group, after all. The first fence breaking was already a giant setback with the loss of the pigs, as far as morality goes, the second fence breaking left a pretty huge hole in their defences. So that's wasted ammo.
Going in head-to-toe didn't work out for him the first time, too.

He was only dead for like, five minutes.
Notice that the prison zombies didn't just bite the other patients, walk away, and then the patients turned. They had their necks chomped or throats ripped out. Kirkman has said there is no "zombie virus" which leads to a Romero-esque death, but yeah, zombies have ridiculously high amounts of antibiotic-resistant bacteria in their mouths and fingernails.
