Zombies have bacteria and other diseases in their mouth that are different than what glenn already had, that's why their bite is so deadly.

If you had actually watched the scene you'd have noticed the entevator wasn't used and Herschel busted a new one out of a sterile bag and only the bag was reused.

And Glenn's mouth is full of antibodies already.
And the zombie they got it from had [I]just died[/I], and didn't have necrotic bacteria.

[sp]I haven't read the comics but that doesn't seem like the Governor's style to me. He's evil but I think he'd prefer to kill them while they're alive because that would be pretty fearsome. I also think if it is him feeding the zombies then he is doing it out of satisfaction, to ruin the group's plans slowly. Why sneak in and risk being found when he can let the zombies do the work for him too?.[/sp]

About the Gov, I think he prefers to fuck them up mentally and cause a giant shitstorm amongst the group, basically destabalize them as much as possible - a loose group is less of an enemy than a sturdy group, after all. The first fence breaking was already a giant setback with the loss of the pigs, as far as morality goes, the second fence breaking left a pretty huge hole in their defences. So that's wasted ammo.
Going in head-to-toe didn't work out for him the first time, too.

He was only dead for like, five minutes.
Notice that the prison zombies didn't just bite the other patients, walk away, and then the patients turned. They had their necks chomped or throats ripped out. Kirkman has said there is no "zombie virus" which leads to a Romero-esque death, but yeah, zombies have ridiculously high amounts of antibiotic-resistant bacteria in their mouths and fingernails.
Fresh zombies, on the other hand, don't

They are apparently [sp] split up in four groups. And episode 9 is the closest to the comics, which Robert Kirkman wrote. Seems like a mid-season cliffhanger [/sp]
