Relay reconstruction is a bad idea imo, just more places that newbies have to get to for no real reason.
I think they said that they've got some new ideas for relays that they want to roll out with reconstructions. Maybe some customization options? Like polling the community on whether that wing of the Relay should be Grineer-themed or Orokin-themed, stuff like that. Maybe we'll even get some Cetus-style merchants that sell ingame props for our Orbiter like Coolant Cells or those dead Grineer bodies on Earth you can loot for some ammo and credits.
ughh, why is it only Angst right now? I want to get my hands on the good mods as soon as possible so I can try them out

Was playing The Index for the Glast Gambit quest and the game crashed right in the middle of it, taking away my 100k credits, which was all I had left. Great fucking game.
If it makes you feel bit better once you're dona with that quest you can use Index to gain 200k in 5min.
Hopped in to my Rhino last night for the first time. It's quite nice having something that isn't Excalibur, even if the gameplay isn't dramatically different. Not entirely sure how to build Rhino up from here though.
One of my mates seemed to get two of the Oberon blueprints last night. What's that guy like? If his luck keeps up he might have the full thing soon.
There's a couple of different ways to go with rhino. You can focus on his iron skin and making it so that you basically never die, build so that you can spam his stomp, or just focus on his roar so you can double you and your team's damage for ~30 seconds.
If you're still in beginner territory, you may not have the mods available to you for crazy builds that feel very different from each other. The minmaxing only really starts getting silly until you get Corrupted Mods from the Orokin Derelict. Loki for example goes from "guy who sometimes goes invisible" to "guy who is always invisible" once you get a lot of Duration and Efficiency mods. So when people excitedly tell you about frames, keep in mind that they usually talk about how those frames play with certain builds you may not be able to replicate yet.
Oberon is about tankiness through healing and giving people armor buffs and also has quite a bit of CC. So he's kind of an allrounder. Just don't expect him to be a DPS or a particularly fast or sneaky frame.

At around your MR (I'm guessing), Rhino's augments aren't really that accessible, so unfortunately you won't be able to use the Ironclad Charge + Iron Shrapnel combo quite yet. Even without that, however, Rhino is still a very potent frame. Focus on having Vitality and Steel Fiber as high a level as can be, and try to stack power strength + range on him. Intensify, Stretch, Continuity, and Flow are your best friends here.
