I have built many many settlements but I think I'm most proud of is Hangman's Alley. All pickable objects are placed using Place Anywhere and with object's physic frozen..

Because of Place Anywhere, I was able to build defenses outside of the settlement range and actually protect the damn bridge that I always wanted.

Key was always building the settlement in a way that NPCs can walk everywhere and not get stuck.

I hated the island as it would require me to swim outta there.
But because of Place Anywhere mod and I was able to build a bridge and NPCs actually walked through it too which was pleasant surprise.

I actually wish there was a barge and a scripted sequence between that two that would allow NPCs to travel between.
You'd likely need two settlements ports but it would work to move supplys between the two.
