Because Nintendo's doing their own thing with online and they don't need no man experienced consumers telling them what to do.
And "doing their own thing" means online features are going to suck the fat one.
The only logical reason I'm guessing for not having a report button right there in-game is that conceivably it'd make people rage report just because they lost a match. Putting it in the app means you have to actually put your game down, pick up your phone, boot up the app, and go dig up the match record and report the player(s).
It's a completely stupid notion and isn't an excuse for not putting it in the app anyway, but if that was their explanation I could at least understand it.
I don't have a phone, so I just use Nox.

Is the Heavy Splatling any good or is it just one of those fun weapons to screw around with? I've accidentally made it my favorite weapon
I think it's pretty great, one of my mains alongside the Splash-o-Matic.
Heavy Splatling as a neat range that outranges a lot of common weapons. The most it can compete with are Squelchers. And even then, I think they have a tad more range.
Altho the Ballpoint has slightly more range after it goes on its second firing mode. It's actually the second longest range Splatling, exactly midway between the Heavy and the Hydra's max reach.

Interesting that Japanese players need a better ranking to skip ranks.
