Oh yeah absolutely, no doubt that there is someone being toxic in almost any given server. But meanwhile you have people calling for toxic when you go sniper before someone in a tf2c, or when you play engi on goldrush, or taunt someone (even if they've just taunted you), or even for telling someone to bog off when they tell you to go medic in a not particularly nice way. All of these things have happened to me, it does get to the point where the word just loses its power.
I mean honestly don't take me for one of those dickheads who's like "heh just grow thicker skin u BINCH" cause I mean I've been around for ages and frankly I do remember times when people in my original communities were a lot nicer to eachother. At the same time I don't really consider myself like u know, some paragon of games fighting toxicity, I'm not all that approachable or friendly- I'm not awful either though.
It's just that I'm far more likely to actually stop and think when you say 'mould you're being a bit of a cunt' than if you say 'stop being toxic mould' because it's just such a meme word nowadays, it brings me associations of the blizzard police telling me I'm ruining the game by playing "INCORRECT tank" rather than someone actually being a horrible person. Kind of like how I associate the word gay more with the kids I used to play on cod more than I do actual gay people. it's crazy but that's the way it seems to happen in my mind and I don't think I'm the only one

he's a worse version of the series protagonist (Kyo) in nearly every way, except he has a random 1/3 chance to do tremendous damage with any attack, which actually makes him viable and even higher tier than Kyo in the most recent version of KOF98
which makes me wonder; would a rocket launcher with significantly worse damage/fire rate than the stock rocket launcher and no upsides, but is the only rocket launcher that can get random crits, be fair and fun? Can random crits be used for joke weapons in a way that's healthy and enjoyable for the person using and the person playing against?

I'd say if that's all the Rocket Launcher has going for it then why even create it?
Difference is that fighting games and first person shooters are so wildly different in mechanics that it's entirely alien.
Combos are, by design, integral to how fighting games handle damage. As such Shingo's critical hit damage bonus winds up just increasing his overall damage potential for any given combo.
FPS games are rooted in burst or sustained damage sources. There is no such thing as a hit confirm, as players are not put into total stunlock and are able to evade any potential followups with clever movement. There's also the matter of lethality. TF2 is built around high burst damage. 2 shots and you're dead most of the time. A fighting game that ends so quickly wouldn't get played since it'd take literally just 1 jab to confirm into a very unenthusiastic kill.
You're comparing apples and oranges because you don't understand the context that the concept exists within. Even ignoring the critical hits bit, they're absolutely nothing alike.
if 9/10 times your weapon is shit and you get a 1/10 chance to get shit done just because you got a crit, chances are you'll spend 10/10 times simply not using it.
case in point: sun on a stick.
I know exactly how fighting games work, I run multiple groups dedicated to them, and I understand it's comparing apples to oranges, however I felt it was an idea worth exploring.

That's a horrible choice of bind. Your fingers are focused on movement and taking one away to do a different movement is jarring.
Slap that shit on M3 like Medic shield, knockback rage, and vaccinator toggle are. The bind exists for a reason.
vacc toggle is on R. they moved it from M3 because it was a complete arse to use and using R is sort of a natural motion.

If moving your finger to R is such a problem, do you also have problems swapping weapons when you're moving? Because that's what it sounds like you're saying. You have three fingers over the WASD layout at any given time and only move in generally one direction, requiring two button presses at most for diagonal movement.
Also there's the whole "you bring up an example that's flat-out incorrect" thing with Vaccinator that's already pointed out.
Also also, your whole point of it being detrimental to movement is incredibly stupid if you've played literally any FPS that exists and has a reload button. TF2 is only an exception because it has auto-reload and balances around it.
Like, where do you even come up with these counter-arguments? You realize companies like Razer sell special gamepads with 20+ keys dedicated to the WASD layout, solely because people want more buttons to press at any given time, during any type of PC gameplay, yeah? I would've heard out the actual counter-argument of "What if they introduce a Pyro primary or melee or mechanic that involves reload", but you bring up one that not only makes no sense to anybody that's played FPSes for more than a few days, but also is factually incorrect.

You would have been destroyed without that uber. Casual players are generally really bad at feeding pyro's and playing really poorly around them too. Kind of like how Spy's can get away with a lot of crap on them more often.
It's broken in pubs and always has been. Also, Harvest is a fantastically shit map.

Blue Moon halved flamethrower dps, which ramps up to 200% of that based on "density of flame encountered" however that works. Flamethrower dps resets back to regular if you miss a single flre hitbox or for
some reason if the flames touch the world.

most quake players bind every key under the sun around WASD to switching weapons unless they have a literal ocean of mouse buttons
