Fallout 3's DLC was wicked uneven, though it got better as more came out. We start out with Operation Anchorage, which would've been completely forgettable were it not for the bugged-ass armor, and end with Point Lookout, maybe one of the best DLCs ever.
Having five minutes of Holotape dialogue about boiling water doesn't count as world building or lore,, nor does it make a good substitute for human npcs and interactions with them.
