I've got a SUPER META DELTARUNE THEORY UNLIKE ANY OTHERS!!:
As someone who has written characters and fiction for a game (unfinished and unpublished lmao what a loser I am), I tend to fantasize alternate scenarios where the characters live a deserving, peaceful, happy life, away from the default, canon timeline where they lived miserably. I know it is all bullshit because I can't write them in outside of maybe as dreams. But I loved the characters enough that I can't bear to give up the hope of them being happy, y'know? The end of my story doesn't even secure their happiness!
This is what I am beginning to think with Deltarune, it is an alternate fantasy of Toby's own story. Reading his thoughts / FAQ gave me that thought. Deltarune gives him the liberty to start over with already loved characters, also injecting new ones to spice things up. Thanks to Undertale meddling with timelines and whatnot, he has got a plot devices to connect the worlds together if he needs to. But for the time being, it is an illusion, or perhaps something new and self contained.

Im going to predict that around the end of a chapter or so ralsei is going to betray kris for whatever reason and then before the final fight he is going to have a change of heart and come back to help us fight the queen or knight or whatever and then die and have a sad moment where he says how much he though of kris as a true friend.

It's a quirk of gamemaker, most if not all games are locked to a certain framerate (30 by default). You can set it to 60 but then you also have to manually adjust the whole game logic. It's possible but not a simple fix.
