There was a small update that made it so the Polar Pal, Catcher's Companion, Juvenile's Jumper, Millennial Mercenary, Pocket Pardner, Cool Capuchon, Wise Whiskers and Harry all got new styles; and I can see them in the text strings, but I don't have the option to change styles when equipping the items. Does this happen to anybody else, or is some mod I have screwing with it?

I fired up gullywash on my test server. I have not seen that map in many years. The rotating clouds are very subtle on it, but they do in fact move.
What is really sad is all the maps (official and otherwise) made between 2007 and now that could have rotating entities and don't (and probably never will).
Hey, seems they fixed it. Saw in the SourceMod discord that 404 emailed Valve about that. Did they fix the speed though? Or are the clouds still sanic'ing through the sky?

Thank UEAKCrash for discovering that through Jill and having the original fix pushed. Quite funny how they let this slip their minds for 11 years. Again I must say, I love how the community comes out to fix these things long before Valve does. Keep it up, community. You're doing great.

I don't think the entire entity was broken, you just needed to add additional entities to trigger it. The option was always there, and I don't think people will use it any more than they do now, as far as I remembered every time I used rotation people complained it was distracting
The entity wasn't broken per se. It had a spawnflag set on it that stopped it from rotating clientside. This was meant to be switched off after the game was released in 2007 but it never was. The need to add additional entities was just a hacky workaround. Now it's actually been fixed for real, you don't need the additional entities or other hacky workarounds anymore.

noscopes are pretty strong when used by the competent
and no one can really make use of the bazaar properly since even the best snipers miss, so its not worth the initial charge loss
Bazaar Bargain is strictly a MvM tool (imo) since it is much easier to do headshoots consistently.
When was the last time you read the stats on the Bazaar Bargain? It hasn't lost heads on a missed shot since July of 2015.
