Classes (heavy, pyro) need more weapon slots. Part of the reason why some weapons are bottoming out in equip rates is that another unlock that does something completely different is so vastly more useful that it’s a detriment to your impact on the game not to use it.
The sandvich might as well be in it’s own “food” slot as the stock option at this point, and add more meals that affect heavy and his teammates in different ways. Add the shotguns and more unique weapon types (a shield, a chainsaw, etc) to his secondary weapon slot, and bam, class is suddenly a lot more diverse to play against and interesting to field.
Same thing with pyro. I guarantee that if the gas passer and jet pack were given their own “battlegear” slot instead of taking up the pyro’s only source of ranged damage, then JI would have redeemed the class properly and not left it as a no-range no-damage Uber stall pick, reliant on crit gimmicks to do anything meaningful.
Implement this and both classes are fun again. Boom. Is good. I’ll take my giant cardboard check and E3 interview by phone, valve.
A viable alternative would be to adjust Heavy at his core:
Allow weapon swapping while his minigun is spooled. Once you've started to switch, you've committed to it.
Spin down time should be lowered to match that of swapping to another weapon and then back to the minigun to have it deployed fully. Such that hotswapping isn't faster than naturally spinning down.
Slow the switch speed to the Sandvich and other lunchboxes down so the approximate switch time is more or less the same as it is now.
Heavy is very weak to heckling and if he winds up getting overwhelmed the length of time that he simply cannot do anything movement-related is so large that he has to pretty much commit to the fight with his Minigun and hope he puts out enough damage in time. By allowing him to quickswap off of the minigun, he's able to respond to heckling with mobile shotgun fire to either fall back or attempt to pursue without having to lumber around spun up or spin down so the L&W nerf slaps him in the face again. I'd like to see the L&W nerf reassessed but I don't think that tweaking numbers alone will be sufficient, Heavy needs something tactile to work with other than "shooting good" if he wants to be able to adequately toe the line with the likes of Soldier, Scout, and Demoman.
Sure this isn't much, and most heavies will stick with the lunchboxes; but, if you want a viable shotgun, first you need a Heavy that can actually use it without being redundant.
This weapon is essentially the most balanced shotgun you can have. Other than some slight adjustments, this weapon doesn't need much more to it and fits the design philosophy of "simple is better."

For a slug based shotgun, for all classes that use shotguns preferably, high damage single shot hitscan is too powerful for a lot of classes who are close to mid-ranged combat oriented.
Instead of a single hitscan bullet, make it a fast moving projectile that concentrates all the stock shotgun's firepower in one shot, but it is still suspectible to fall off. At close range, it'll deal as much damage as the stock shotgun, but it's capable of dealing more consistent and reliable damage without having to deal with random spread and individual pellets.

The projectile makes it fair game to the enemy being shot at, as they have time to assess the kind of firepower you're packing with a single shot because of the big, fat, and visible bullet you shot at them before it hits them. It deals as much damage as the shotgun with 90 damage point blank, but 60 damage at medium range and 30 at long is nothing to scoff at when at those ranges the shotgun can only chip away at that health. This shotgun can take chunks out of health if you can lead the shots.
The low clip size and reserve ammo is to 1) prevent spam and 2) balance out the fact that it's to be universally used by all classes who use a shotgun. If it's going to be just restricted to the Soldier and Heavy, or just the Heavy, those reductions can be eased off or removed completely because it has less of an impact on gameplay.
I wish Valve still had beta servers and did tests for stuff like this since giving those items their own slot feels like it has potential to add a lot of value to those classes without being OP but I would really love to playtest it to be sure.
Spy also badly needs a sapper alternative or possibly a new item slot with new items/weapons (if Valve doesn't want to take away the sapper).
Imagine if Valve gave the Heavy a huge crossbow. (Not saying this is a good idea!)
I have two suggestions to this idea.
Have the projectile be larger than most, and be able to pin ragdolls to walls.

I'm imagining that chainsaw combined with Psychopath's weapon-switch/rev-up changes. What if the chainsaw also needed to be revved-up, but switching between weapons that can be revved-up maintains the rev-up? Like you spin up your minigun but someone is peeking around corners taking potshots. You're slower when spun-up with the minigun but faster with a revved up chainsaw. You switch to the chainsaw (secondary or melee) and it's instantly revved-up, letting you charge at them when they peek around the corner again. Heavy can now relocate in the middle of a fire fight, making foes reconsider how they heckle him.
Pyro got some really different stuff for his update so I'd hope that the TF2 team is intending to do the same for Heavy. Give him a riotshield so he can facetank stuff while supporting with his shotgun, or a new kind of primary. Maybe his Hot-Hand equivalent could just be a lead pipe like his beta Melee weapon, but it's so long it gains Eyelander range and is wielded two-handedly without the draw-time penalty. And there's the core heavy changes. The 'smart bullet' (a 5th bullet fired from miniguns that allows follows the crosshair), rev-up/weapon-switch changes, some minor changes to existing lunchboxes like reducing Dalokohs consumption time...
My point is if the TF2 team spent a year going all out for Pyro then the Heavy update should be pretty exciting when it finally gets here. Not optimistic about it coming out any time soon, but looking forward to it finally landing.
Yeah, gotta fix that func_rotating that they forgot about 11 years ago, only to then go and forget to also switch on the Start input for the ones in Gullywash, leading to having to push a 2nd patch to fix that.

give heavy a LMG type weapon that he doesn't lose movement speed while firing, and it possibly would give him a general movement speed buff while equipped, and model it after the concept art minigun

i forgot to tell this story but I became a verified seller on marketplace.tf to get rid of some stuff, which involves having a postcard sent to the address with a code that you have to enter in, and one day I looked in our mailbox and saw geel's face and almost shit myself because I had forgotten he uses his pic on the postcard as well
Well two things
First of all congrats on getting the limited edition geel trading card! It's printed on the back of a certain percentage of address verification postcards. Cherish it; you may find it useful one day.
Second, we don't require that people verify their address to sell items. You would've been asked to verify it to buy items if our anti fraud team requested it, but that has nothing to do with selling items.
I think if geel mailed me a picture of himself I'd feel fucking threatened.
