I'm almost definitely in the minority here but I enjoyed TNC a lot more than TNO. Of course it's not perfect, it feels like the story was largely concerned about setting up future games (not to mention, yeah, the ending sucks ass just throwing it out there), but it still had plenty of powerful moments for me and I thought that the gameplay was way more enjoyable than its predecessor. I really like how guns feel now, the level design had more opportunities to maneuver around and flank enemies, shotgun guys and super-soldiers no longer take an entire large crate's worth of ammo to each take down, and while there's still a good amount of cutscenes, levels tend to go on for a good while between cinematics and much less frequently put you into knife-only stealth, vehicle-only, and other shitty gimmicky sections. However, don't go in expecting DOOM-style combat, as running around in the open trying to dodge enemy bullets will get you killed rather quickly (so pretty much still like TNO in that regard).
Also, I don't know about the game having "fuck-all" content, the campaign at worst isn't much shorter than TNO and has some side-missions (that albeit are mostly remixed levels with at least a couple of unique areas) along with "combat simulations" which is basically the game's equivalent to DOOM's arcade mode.
Though I guess you shouldn't take my advice because it feels like I'm the only person who liked this game.
TNC also runs better then TNO.

pretty good game when you put some autoexec magic to fix vomit FOV and stuff.
The majority of the game's content is the post-game assassinations, which are literally just copy-pasted "Kill the Commander" objectives from the maingame, in mildly changed maps from the main game. Including a map that was fucking nuked in the plotline. It's really really meek and shows that they didn't have enough to pad out the game. If you enjoyed it then fair enough, but I thought it smelled like dogshit on a pace of 200 yards and that's ignoring the downright insulting tonal inconsistencies in the game.
I really wanted to love TNC but it just repulsed me on every level the more I played it, until the game gave up and actively refused to let me play it any further. There's moments and setpieces in it I really love, but so much fucking muck around it. There's tonal issues, there's writing issues, the AI is still absolute pants, the 'kill the commander' stuff somehow got even worse, they legitimately wasted Hitler just to sequelbai, and everything about the game makes it clear that the developers simply didn't have enough time, or money, to make a full and proper game. For a £20 whirl-around expansion it might've been fine but at full price I felt well and truly fleeced.
The character and dialogue writing in TNO has always stuck out to me as surprisingly good, and TOB furthered that by characterizing BJ and remaining in his head throughout. So many fucking lines in those two games are absolute diamonds, and then TNC just has all this really poorly thought out, tonally distant stuff and ramps up the violence and gore inflicted on named and cared-about characters purely for the sake of making the player sit there and literally be coated in their blood. It felt like the devs were actively pumping their junk into my face over how dark and depressing and 'Mature' their gameworld was.
You know what isn't mature? A Nazi commandant clapping out a ballpark beat then decapitating a disabled woman with a fire-axe and forcing it into the player's camera, with particle effected drool and mouth blood splattering over the camera (really glad someone took the effort to add that in) while her tongue lolls out of her head and her eyes audibly schlep around in her dead skull.
You know what made TNO mature? One fucking line. One single fucking line.
"Death at the gates again, howlin' my name. Can't let you in today ole' friend. I've got a war to win."
Not a single shred of that wit and like... absolute, raw, guttural empathy was to be found in Wolf 2 for me, because the similar lines they had were not only forgettable but they all were made completely naught by the shockingly shite mid-game twist. I won't spoil it, but in essence the game, and The New Order, spent several hours setting up a truly mighty climax to BJ's character, and then they just waved it away with "Oh, Nazi technology."

Honestly feels like TNC was rushed by Bethesda. Some parts feel unfinished, especially the DLC.
I just want new Wolf games to be like RTCW: kickass multiplayer, flamethrowers, miniguns, rocket launchers, wide variety of locations, corny german voices, zombies and weird nazi monsters
instead with TNO and TNC all I got was BJ bitching the whole game, cutscenes, every gun shoots a variety of bullet that instakills on headshot anyway and everything is boring. Even TOB sucked cause they advertised it like it was gonna be a RTCW throwback but the only similarity was the cable car.
Yeah, as a whole, personally I think TNC can't really compare to TNO. That said, I like the dual weapon wheel mechanic.
This may be a bit pretentious, but TNO felt to me like a modern Half Life 2, a great "on the road" game set in a dystopian Nazi world with memorable characters and dialogues, gameplay was great too.
In TOB Machine Games fleshed it out even more by making a RTCW-themed game in their own style, and after that I was really hyped to see another game.
TNC was a disappointment, not only the gun roster was heavily downgraded and more visually boring compared to TNO, but the story was as you said, a joke, balancing between some good serious moments and some cheesy edgy moments, and then it shits itself by the mid game and turns into a parody of itself.
The "Nazi America" setting was heavily underutilized, most of the game takes place in steel-grey corridors, and the only few areas which actually show the outside world feel so setpiece like and short.
The final fight gave me flashbacks of RAGE, there was no payoff, no epic boss fight. Just two crappy giant robots and a scripted ending sequence.
I agree that TNC wasnt that great. But the scene of BJ father's house being pulled into the sky, was really cool.
Controversial opinion: The Nazi America setting feels underwhelming because for the time not much separated the two national cultures.
Really hope that the Unreal games being really cheap isn't a sign of bad things to come with what happened to METRO Exodus.
I never played TNC, but all the reasons people cite for why its mediocre are literally all the reasons I hated TNO for
Maybe it just took everyone two games to realize they were wrong to have fun.

I mean it's certainly odd because the game manages to simultaneously feel like a bloated mess and an underwhelming skeleton at the same time.
Like, it's got immense padding, a laughably bad second half and probably like double the amount of cutscenes compared to TNO, yet it basically just ends and leaves you with zero satisfaction, and I think it's in great part due to how abysmal the story gets, even moreso than the fact the gameplay somehow feels rougher and more unbalanced than TNO.
It also gets like, basic shooter things wrong. Like knowing where the FUCK YOU'RE BEING SHOT AT FROM.
