That is 100% the latter. That is because we won the world cup 2 time, this is a common reference here to showcase 2 star to reference it.

Speaking of which, where is the damn Gothenburg map for Torb and Brig, huh Blizzard? Guess I just have to keep pretending Blizzardworld is really the Liseberg theme park in the future, I guess.

This with the fact its now a temporary buff makes me wish it was back to 150 Armor instead of 100.
I dont know, on one hand I feel kinda bad that Brig has been getting the nerf bat over and over again.
On the other, its brig so I dont care that much.

When people insist Torbjorn is fine as he is, even though the developers played with his rework too safe and made him easier to kill than he was before.

Is it time to be scared for Overwatch? Well I mean, it's been stagnant since some time, but do you think this will seriously impact the future of OW even more? What could possibly happens from now on?
I think it be really naive to say that Overwatch hasn't already been affected by this. The updates really have slowed down, and despite promises of the events sucking in favor of balancing/QOL updates those have been really slow and minimal as well.
Which is a shame, really. The game had a lot of potential.
D-don't worry guys OWL season 2 starts I'm sure they'll make uh tons of uh money off that um please be excited
Jeff did mention around Halloween that the roadmap for Overwatch was decided upon until Christmas 2019, so I'm not expecting real downtime for the short term.
The long term however......
If that was the case, then the Year of the pig event should have been more substantial.
Since I have been really lucky with this event the last couple of times I have been trying to get every single lunar event skin for this one. This is my progress so far, with Blizzbucks to buy two legendaries and 20 lootboxes yet unopened.

Y'know, it's weird. I've not been able to convince myself to play OW since the last comp season ended.
I wouldn't mind overhealing. It'd help with DPS having poor synergy with supports compared to tanks because they can be bursted down easily.
But now DPS are tanky, so nobody wants to play tanks anymore (well, any more than they already don't).
I haven't experienced this at all. GOATS is still common and 3 DPS is still borderline throwing.
I mean they'd be tanky once you allow over-heal.
Not that any change to the game is going to convince DPS mains to try anything else, really.
What if a potential character with overheal overheals the DPS characters a lot, the tanks a little less (because they are already, well, tanks) and the supports not at all (to avoid this turning into a game of "kill the supports but the supports are impossible to kill")?

Arbitrary rules generally aren't very liked by the community. "This character benefit from X more than this one, because the game dictates so".
It's only used in very, very rare case (e.g: Kalista in League of Legend, she is a very obnoxious DPS who is always nerfed and only viable in e-sport, i'm simplifying it but if she buy an item that give 100 damage she only get 90% of it. She only get 90% of her AD because she is such an obnoxious character to play against).
Ideally, you want every characters to work fine with each other without arbitrary rules that players gotta learn before playing them to their fullest potential. It happens, but it is always sad to rely on
arbitrary rules to balance your game instead of leaving the players free. An arbitrary rules in OW for example would be momentum, it isn't like Team Fortress 2 at all, you eventually get slowed down in the air after being launched by your mine as junkrat and personally I think it really make the character less fun.
I dislike this because 1. arbitrary rules and 2. it reduces the skill ceiling because overhealing your DPS would always be the best choice.
I think the best way to do this would be to make the overheal relatively slow so that you can't reactively overheal supports when they get dived. You could still preemptively overheal them, but it would require skill to know when it's worth doing that over keeping your frontline overhealed. Part of why armor pack is a strong peel tool (and part of why Brig is easier than other supports) is because you can react as late as you want with it and it doesn't make a difference as long as they don't die first.
So it would kind of function like Syms old shield, where you could apply it before and inbetween combat, but make it slower but go higher.
If I were to change something about Torbjorn, I'd remove the 10 second cooldown penalty when the turret is destroyed.
Outside of poor placement, that's 10 seconds of Torbjorn's supplementary damage and means of area denial severely neutered because he can't have a consistent turret up time. The ability lock when its engaged and the destruction key should still be kept so that the Torbjorn isn't just popping turrets every 10 seconds, and it would stop the enemy from soft locking his turret by baiting its targeting.
Another thing I'd change is just buffing his HP to 250, he's so compact and easy to hit even with the 10% reduction to his head hit box. especially when he's supposed to be some sort of defense-brawler hybrid.
The main issue with his turret is it's pathetically weak. Even Tracer can just run up to it and face-tank the damage without any heals and destroy it in seconds.
Torb is a pathetic "engineer" class.
Removing his armour drops was the worst decision blizzard made.
Symmetra is a better engineer able to assist the team via teleports AND can set up good defences
(Not counting her brutal weapon which can melt anyone is seconds)
I only ever play Torbjörn in QP and this is purely anecdotal, but I manage to do well with him pretty consistently now, as opposed to old Torb that was useful on a handful of maps on defence. The thing is he is no longer about area denial but more about being a minisentry engie where the turret is more of a distraction that may manage to get a few kills now and then. Building a turret and then tanking the damage while it builds with Torbjörn's new "get more health and armor" ability (whatever it is called) works fairly well too. The thing is, just like a Zen, nobody really expects a Torb playing aggressively The only changes I would like to see is:
1 As others have mentioned, reduce the cooldown when the turret is destroyed a bit
2 Add a little more lava to shoot for his ult, I think granting even more area denial would not be too OP
3 Make his right-click more consistent, it really seems to be up to RNG if it hits, no matter how close you are
