Naw, RE3 was the "Resident Evil 2" for a lot of people (it was their first RE game, or they just liked it that much). CV has always been less loved. Nemesis (the Big Boi that chases you) is iconic to the series such that people that have never even played any of the games still know the name, similar to Wesker.
RE3 won't be a DLC mainly because it's way larger than it can really handle. It's not very long yet still would require a ton of effort to make it up to snuff. Like turning Raccoon City into a proper open environment.
I've always preferred CV to RE3. It just has so much more personality. RE2 did racoon city so good, that 3 having the same general setting always felt underwhelming in comparison. For all it's faults, CV offered something new. I also love how goofy it is.

So I found out a few weeks ago that my Leon A (classic RE2) run was accepted into the Australian Speedrunning Marathon in July, so last week I started practicing for it. All in all a good week.
