You always could. You just need a MicroSD card reader and it'll read like any regular USB.
To be specific, you don't plug the Switch into the PC. You turn it off, remove the MicroSD card, and stick it in a card reader attached to your PC. I'm pretty sure Sherrydile meant shuttling the SD card around, not actually connecting the Switch to the PC as a device.
Someone is porting Gradius III to use the SA-1 chip (the one used by Kirby Super Star, Kirby's Dream Land 3 and Super Mario RPG) so it can run at full speed without massive bouts of slowdown:

I'm honestly surprised Konami got that game running on the SNES, especially for a launch title of I recall. Still, I do enjoyed the slowdown it has, and I kinda wished it was in the SNES Classic but I understand if it was because of the slowdown.
I picked up Monster Hunter Generations Ultimate and Hyrule Warriors for the switch so now all I really need are ports of Tokyo Mirage Sessions, Xenoblade Chronicles X and Pikmin 3 if they don't ever do pikmin 4.
I can officially start leaving my 3ds at home. It's just an animal crossing machine now until AC2019 comes out. She had a good run.
