Old school runescape probably still runs well on old hardware
This actually requires a pretty beefy rig because the simulation is very demanding.
Performance issues in DF can be mostly eliminated if you're embark size is reasonable and your population stays low (which is inevitable for new players ;))
OpenXCOM and UFO: Enemy Unknown/XCOM: UFO Defense will give you literally hundreds of hours if you get into them.
Morrowind, Command and Conquer Generals if you can run it, Age of Empires 2, Half life 1, Thief series,
I'd honestly give SS13 a chance regardless, it's going to feel shitty by default cause the engine is trash and the servers are worse, but on the user end it's a very lightweight game. You'd probably be able to play just as well as i can tbh

got it with frozenbyte's humble bundle and its a genuinely good 3D shooter that shoudl run on your computer.
Space Pirates and Zombies on Steam
a fun little shmup/tactical/roguelike sort of game that can drain the life out of you and you invets more and more time into it. i'd go as far as to call it an offline, 2d version of eve online, only without goons.

Your point is valid if the OP wasn't living in a literally-collapsing country. If he had stable but shitty internet that'd be one thing, but I get the understanding that it's not even stable.
I recommend DROD, its a really nice and addicting game.
My only problem is my bad internet, and I've never played one online. For real, I've never played an online game since I was a kid.
The older Battlefield games, 42', Vietnam and BF2 are a lot of fun even against AI, used to play nothing but AI matches back when I had dial up.
I'd suggest Company of Heroes too, the base game is entertaining and you got plenty of mods available on top of that (if you're able to d/l them). My HP Pavillion from 2002 was able to run it horribly at the lowest settings, but your rig should be able to run it alright on low.
Rimworld is good if you like DF style games. Heat Signature is a fun time killer from the guys who made Gunpoint. I've also been playing The Messenger, it's a fun little platformer
The fact Stardew Valley hasn't been mentioned yet really hurts my soul.
I think you can just turn off grass in the options for Oblivion.
I did, but I found more information and several commands that can be modified better in the .ini. like it's much better to do it for the .ini file. I also found more information on how to optimize the game and what mods to recommend so I'd have to try it out when re-installing again
I also took a look at the other games that many of you added and also found others that are very interesting, I've been playing BattleBlock Theater and seeing others more

all the command and conquer games except 3 and red alert 3 but you don't quite need those anyways. RA2 will be more than satisfying.
if you're up for more of a challenge you can try the original homeworld games, there was a sequel that they lost the source and couldn't remaster so it can only be played on original hardware.
FightCade Might be your best bet, not sure if you like fighting games, but you have plenty of great classic fighting games with quite a few people playing them frequently.
It seems pretty difficult to obtain nowadays, but Freelancer is a great game that was suggested to me several years ago when I was in the same predicament such as OP. It came out in 2003 and it's a pretty good game set in space. Definitely recommend.
