It's a flat 15% and it is included, though there are no specific online-only taxes. The "tax" part of Steam transactions is always a 0%.
I'm not sure it has much to do with that, though. The "standard" price for new AAAs here is $100 (which is still 10% more expensive than the standard US price, and on consoles it's about $10 more) but games can and often do go over that.

Ok, answer this dumb but confusing question for me: Doom Slayer isn't Doomguy, they are two different persons, right? There is any info that states/shows this more clearly?
It's intentionally vague and the staff have gone on record for wanting fans to make their own conclusions. There's reason to believe that the Doom Slayer is the same Doom Marine from 1/2/64 that stayed in Hell to keep it in check and that Argent D'Naur may have been an alternate universe Earth, just as there is reason to believe that the Doom Slayer is a completely independent entity and potentially even a humanoid alien of some sort.

Whether or not this is canon, I'm not sure. The rest of the lore about the Doom Slayer in QC is just stuff that was already in Doom 2016.
Ye, it's still left unclear enough to keep us guessing but the Artifacts and legendary skins in QC are implied to be the character's origins.
Are we even sure the Doomguy in 1/2/64 are the same person? Because iirc there's some mutually-exclusive differences in their origins in the manuals.
