Sort of jerky. Try adjusting your curves in the graph editor so that you get some more visually-pleasing motion. Spend some time looking into the different principles of animation and how you can apply them to what you've got now to spice things up. You might want to also look into "moving holds", which are essentially small motions applied to an otherwise static body part (the human body is never truly still).
Also, a general rule of thumb with animation is to not use IK on arms unless the situation actually calls for it (hand placed on table, doing push-ups, etc). You'll have better results if you take the time to animate each bone in the arm individually so that you can apply the different principles of animation (arcs, follow-through, overlapping motion, etc).
If you un-hide the hidden controls on your Scout rig, you can keyframe the weighting of the IK handles for the arms so as to create smooth blends between FK and IK.

Where's the emotion? The characters barely move when they speak, their eyes don't read anything and the animation is uninteresting. The clip you took this from was so well done because of how the actors preformed it. You didn't give the characters any character, which really took away from it. Even the breathing should have character, even if it's subtle. Also, your wide angle lenses were used wrong if you were trying to make engi seem more powerful than the heavy. Way too centered.

could you elaborate?
i've been accustomed to highlighting an area, making a pose, then moving the slider over to create another pose, then smoothing out the animation between each one.
this is a bad habit that i guess i learned from a bad tutorial, or maybe i'm just doing the proper way incorrectly.
do you mean to make more poses in between, or how is your process in pose-to-pose? "never stop the motion" doesnt really teach me much to change
