The safest base is a underwater base. The water provides a means of blast protection from TNT. Creepers can't be used to knock out the base either because they can't swim downwards. And as Goose said, people can just make a cannon at the level of the base and time explosives just right to penetrate the base if you are settled in a sky fortress.
