That being said, is there a particular reason why it's limited to 13?
I know the logistics of more players is a clusterfuck but if you set a time/date to submit each turn in as a deadline and they miss it, just skip them for that turn and assume the country is functioning relatively normally. That being said if you need to push out a turn and I haven't submitted a turn than by all means skip me and assume that things are going -okay- for Japan. I don't have high ambitions so if I get skipped a couple times it doesn't hurt me.
It mostly just gets harder and harder to write turns when you've got a lot of players. Its not like the gms are getting paid for it so it makes it difficult to find the motivation to write a turn when faced with 20 things to parse.

You still have to give people a chance, sometimes they could be deathly sick or maybe are suffering from a family crisis. You have to show some compassion with these things

Hey man, way to be one self-righteous sucker. But seriously, don't be acting like I don't got good reasons. First off I know that I've been out a few times from my computer because something happened and that during these times I sure wasn't thinking about maintaining my spot on some forum game. Secondly everybody wants to have a turn at the game too, and having someone occupy a space when they aren't even participating isn't fair game to those who want a try too. Now I forgive you for being accusing and respect your views, but seriously, don't do that.
