I'm going by the assumption that if you care about keeping this deal a secret than you wouldn't have posted it in the thread for everyone else to read.
Additionally if Russia gives a terrorist organization guns in return for amnesty than it's literally sponsoring terrorism in the most basic definition. By arming a terrorist organization, you are sponsoring them the same way McDonalds gives Olympic teams uniforms to wear their logo. I also am 100% skeptical that Russia, a country that has dealt with terrorism for years and having JUST experienced a terrorist attack at the Olympics would ever make a 'deal with the devil' such as this. I'm not convinced. It's about the same logic as the USA giving Al-Qaeda weapons in exchange for never attacking them again, it wouldn't work and they would never ever do it.

The largest religion in the world is Christianity with 2 billion followers. Islam is the second largest with 1.6 billion followers. Not a huge gap actually.
