The server rarely hits the 16 player max, so right now it would be a waste of money.
Damn it people , Ignore the UK server and come to the US server.

Why not just make a steam group for the server, like the UK? That way you can remind them "WE HAVE A SERVER FAGGOTS, USE IT!".

The general rule for HLSS stuff, etc., is pretty much as long as it's not annoying there isn't a problem. What do you mean by speeches, talking? If so, yeah. To answer your medic question... I guess. I haven't really encountered medics who do that but I don't see why that would be a problem.
