Stability is rough estimate of the percent of the population that is with mainstream thought.
Market is basically income, with 100 being maximum efficiency and 0 meaning total economic collapse.
Colonies are literally how man inhabited planets you have, minus your homeworld.
Fleets are how many fleets you have. Carriers are not counted as a fleet and splitting a fleet will count as adding a fleet.

You and Ven have been different story. It's normally 1 fleet per 3 systems, except for the beginning, where you start with 1 fleet and gain another one when you hit 6, so you have the proper amount per systems. Ven has been exempt from this and has not gotten fleets because the fleet count was knocked awry and needed to be fixed. You, because of your insanity, are limited to 1 fleet per 6 system gains from here forward. Ven will be applied normally now that we have the resource counts.

It is, but a small, contained market is going to be more efficient than one that goes across huge distances and is now effected by outside forces and outside economies as well.
