Daniel, when I don't colour in the borders, it means 1 of 2 things: 1. The land is occupied by a foreign power and is not an integral part of their state. 2. Its held by rebels, but is not yet recognized as a sovereign state. Damian is an exception, for Bohemia-Moravia is far too integrated under Austrian rule to be counted as a separate entity (given than the Austrian government automatically overrides anything the Czechs do).

If they're rebels then use some kind of national rebel color or pick a color that when they are recognized as a sovereign state they will get anyway

He is a kinda self-ruling substate of the Empire. The territories however, are not self ruling (and more importantly, don't have individual players).
