I wouldn't genocide anyone- in fact, I'm hoping to take the rebels without actually instigating warfare if at all possible. He was talking about how if I warred against him that my people would get pissed because I'd be shooting Germans. He seems to forget that my entire nation was created through shooting Germans.

With our own elections for local affairs, a militia, etc. Something like the states have today, the less lives lost the better, but if we can't meet in the middle, we will die before we return to oppression.
