Once you get it up again make sure to replace Source Vehicles or whatever with Scars from sakarias. They're on workshop, and are suberb in every way, the only carpack I know where car's don't handle like jeeps.

Try looking for it through the addin browser in GMod, it is under game modes.
The gamemode seems broken, when you fist join and that Menu pops up, you can't close it, tried hitting F1 multiple times and did some other stuff but it just didn't go away...

currently it doesn't seem like it. I'm currently working on hosting it. Adding a few things and bug testing them.
