Because what if there is not a single one willing to join the town? I just think that you need a minimum of 5 players, and 1 at least one ranked citizen or higher. I agree with the application, and mayor thing. I think it should be like this because 1. There is not enough players to make different towns if you need 10 in each. 2. Like I said, there might not be a Knight willing to help. 3. With only a basis of 5 in each town that will be good to make many, diverse towns. edit: oops didn't get the whole quote in there.
