-Serbia balks at Albania's threats. Albania bristles and mobilizes its armies.
-Serbia attempts to improve relations with the nations around it but almost all of them will have nothing to do with Serbia.
-An economic alliance is offered with Greece. Greece flat out refuses.
-Attempts are made to improve the economy but due to the riots the economic situation in Serbia has become terrible.
-Attempts are made to crush the Serbian mafia. They fail.
-The President announces that he believes turbo-folk to be immoral. Most Serbs don't care what he thinks.

-A National Energy Standards law is put into place. Buildings in urban areas must be renovated if they exceed a reasonable level of energy consumption per cubic foot. A code is made available to determine what "reasonable levels" are for different types of buildings. If the owners cannot afford renovations the government may offer to buy the property at 75% of the market value. The owner would either have to sell to the government which would improve the building or to a buyer who could pay for the renovations.
-The parades end in the Ukraine but the "Seize the Future" campaign does not. The ideal of a perfect citizen, the "Ukrainian Citizen" is spread by the government.

Just going to point out that Somalia does indeed have a capable and "Large" military force (In comparison for the area) and that while the "Militia's" do pose a serious threat to the Somali Forces, it's generally in only areas that they heavily occupy. They don't pose a much of a match for the decently trained forces (Somalia does have trained troops, Turkey helps train them, as well as some other nations.)
Somalia has around 36,000 troops in total by the way.
Really some of the main opposition to the Somali military is corrupt commanders and well actually fuck it, just have this:

They can't control their own nation. It's in anarchy. They can't "fuck rebel shit up" because they're basically entirely outnumbered. And it's not like Turkey has a world class military either, let's be serious here.
