Lemme give some critiques. The crest in the cent is too small and would look better taking up a larger portion of the center of the flag. The dimensions could deifnitely be stretch to 1:2 or 3:5 and might look better. Flags should never have a black outline, especially not a thin one, and I'm talking both around the flag itself and around the bars. If you thickened the bars and removed the outline, it might look better. The multi-color thing is decent but you'd need to separate the colors from the red bars to prevent bleeding.
