How many turns are in so far?
I have two turns. India and Vietnam. I am not expecting turns from Iran or North Korea. Nobody else has said anything.

I would call upon all the people of Vietnam to consider, what is better, a life of service to a state that serves only its own ambition or a life of community, where we all work to the betterment of society as a whole; fighting ever onward for the greater good? Will this government follow those of our comrades to snap and burst, or to bend gently to the will of the workers? The revolutions in Europe and Asia are loud and turbulent, but I propose this National Assembly and Vietnam as a whole to commit itself to a Quiet Revolution.
Over the course of the coming years we will recommit ourselves to protecting the workers and peasants of our nation; to rebuild socialism in Vietnam to serve the people; to recreate an economy that creates jobs for the workers to go to, creates suitable land for the peasants to live on. Through reforms under the guidance of the Communist Party of Vietnam and this National Assembly, we will open ourselves to the western world with an olive branch and create a newer, better Vietnam to survive these changing times while retaining our core dedication to the ideals of our workers & peasants.

Transfers could be revoked. It's obvious the USSR gave it to Ukraine because they were a formal part of the USSR and they weren't losing the land, merely reorganizing administration.

That's why we're trying to resolve all this potential ethnic stability while the USSR still exists, hence all the referendums. So, everything gon' be ok.
