Cleared this out. Nothing of note other than a mending diamond chestplate. Three end cities cleared now, no new ships, no wings to my name.

1. Go to The End.
2. Enderpearl through the portal near the edge of the island (you'll need another to get back).
3. Wander around - bridging across islands - looking for an End City (& hope when you find one someone else didn't before you).
I'd suggest wandering in a single direction, crank up your render distance to max, and try stick to the large islands and only cross when you need to. :)
It's honestly really dumb that the Elytra are not renewable in some way. It's not like it would be difficult to make them require jumping through hoops to get.
At least they don't completely break, and can be repaired with (renewable) leather. Other than that, really dumb, yes.

If there wasn't the world-border then they would be right? Don't end cities spawn like normal villages, or is there a limit?
In a given seed, there's a (effectively) limitless number of end cities. However, you could call diamonds renewable with the same reasoning.
There's no way to get a continuous supply, so they're not renewable.
Since theres a pretty finite amount is it a first come first serve sort of basis? Will there be any action taken to artificially renew supply once it gets low (from people falling in lava, falling into the void or dying and their stuff despawning)?

I've whitelisted people from outside sources in the past. No real reason not to.
The whitelist just keeps me from having to baby sit things continuously. It's "good enough" style security.

Speaking of that blue building, I topped it off today. I dubbed it "Profectus Tower." I will be renovating the top floor into a private oasis and lounge, and the other floors will be offices for the expanding M&IRR.
