There's a village on the island three islands to the north-west of the spawn island (~X:-900, Z:-1800). Looks like they do spawn after all. It's probably still a good idea to hand crops out, though, so as to prevent somebody from claiming a monopoly on them. :v:
Question: You say that this world will be periodically reset. Will the world be put up for download when it is replaced with a new one, or will it be banished into the ether forever?
It will be uploaded and might even return someday.

It means if an island is unclaimed, it's not protected. Killing, stealing, both allowed.
So people will be forced to travel via boat to other ports. Nether travel ruins the idea.

I wonder if you could simply ban nether travel but still allow multiple nether portals? It would be down to trust I guess.
Alternatively, could you allow selected islands to have a portal, i.e 1 in each corner of the map. Just a thought.
Yeah I think having just one portal would be too difficult, especially if you pick an island far, far out. You would have to constantly sail to the center of the map for anything from there.
I think having a set amount of portals at strategic locations would be better, but far enough apart that nether travel is just as tedious as real world travel.
On another note, has anyone found an extreme hills biome island?
