Here's a bit of write up on how plague mechanics will work here. The first mechanic is how well the disease is known.
[B]Local News Coverage[/B] means that only the local news and the surrounding area of the initial starting point knows of the affliction. It still is not taken seriously at this stage.
[B]Regional Coverage[/B] means that the entire region from which the infection originates from (i.e. Manchuria) is aware of the disease, but the rest of the country/world is unaware or slightly aware of this.
[B]National Coverage[/B] means that the disease is seen throughout the entire country of initial infection and other countries now are aware of the disease, but still unsure of what it does.
[B]International Coverage[/B] means that the disease has officially spread massively and the entire world is aware of the disease, and international pressure is put to solve the outbreak.
The next mechanic is studying of the disease itself. There are multiple ways of doing so, each with benefits and drawbacks.
[B]Observational Study[/B] - Studying the infection from a distance via satellites or cameras is the absolute safest way to study the infection and its impact. Valuable insight into infected behavior can be taken from this, but not any biological research.
[B]Sample Study[/B] - A small sample of infection is brought via safe containment methods for study. This is the safest possible means of studying the disease biologically and the risks are relatively low (but not entirely impossible). This can only yield so much information before more dangerous samples are needed.
[B]Tissue Study[/B] - A tissue sample from one of the infected is brought for study. While still relatively safe, this can yield better results to see how the infection impacts cells. Limited by tissue type and quality.
[B]Corpse Study[/B] - A terminated corpse of an infected is brought in for study. This requires extraction teams to head into infection zones to retrieve bodies, thus putting a risk for infection from attacks. Research also is in danger of infection if proper precautions are not taken and/or if there is a breach. This can yield valuable insight into impact on organs from the infection.
[B]Live Study[/B] - One of the reanimated corpses is brought in for study. Extremely dangerous as this requires specific and careful handling as to avoid infection of the extraction team, but is extremely sought after and can yield insight into brain function of the infected.
The third mechanic is [B]public hysteria[/B], which can make citizens around the world fear of the infection, which can have interesting events happen throughout the game as the infection progresses and increases in danger and intensity.

Several people have been infected by his attacks and he was later put down by police officers. Patient Zero was terminated, but the infection successfully spread. Over the next few months, this would only increase in number. By the end of the April, local news stations being reporting on stories of these attacks, but many still refuse to believe the stories as truth. Villages south of perth also begin reporting incidents, including Aberdalgie, Bridge of Earn, Forgadenny, and Rhynd. By May, Perth is in disarray and chaos as infected shamble through the streets, attacking anyone on sight. Police have set up temporary safe zones but it is unknown if this will last. Riots break out, with UK news reporting on the riots as attributed to a rugby loss by its local team.

-In June, a large tank division pulls up into the South Hwanghae province, conducting exercises against potential naval landings. This raises more eyebrows from the United States, who respond with their own joint exercises with South Korea as a show of force.

It is found that the biggest crime groups are currently operating in the country’s prisons, terrorizing inmates and bribing guards. Dozens of corruption related charges are made against guards and inmates part of these gangs are separated into solitary confinement. This deals a blow but it is unknown whether or not these gangs really are affected by this.
-However, a different stance is taken to non-gang related criminals currently serving their sentences. A rehabilitation program is put into place, known as the South African Renewal of Inmates Program (SARIP). The goal is to rehabilitate criminals and have them rejoin society as productive people, giving them formal training in a profession of their choosing while they serve their sentence. Those that complete their training can be given early release on parole with good behavior.
-With HIV/AIDS being a serious issue across the continent, South Africa starts a formal education program to teach its citizens about STDs in an effort to reduce the number of people who contract the crippling virus. Schools in particular are targeted as students are taught from secondary school about STDs and the risks they pose as well as how they can prevent contraction.
-Purchasing a M93 Fox from Germany, South African engineers study the design in an effort to create their own design of armored vehicle. Their efforts are rewarded with the South African designed PUMA M30-15. -The government responds by bringing in Cuban doctors to aid with the epidemic. Cuba having its own NHS benefits greatly as these imported aid workers come in prepared and understanding of the systems. Hundreds of patients are given at-home examinations and relief.
-The Prime Minister doesn’t stop there however, as he introduces a National Health Services Reform and Funding Act to the floor of parliament. The aim of the bill is to increase the funding of the NHS as well as continually improve its services and modernize it so that it can accomodate more patients at any given time. With a Labour majority in the House of Commons, the bill passes even with Tories crying afoul at this increase in spending. It will take years to bring to life Prime Minister Blair’s vision of having one of the best and modernized healthcare systems in the world, but is now on the track to doing so.
-The Labour led government also looks toward oil-independence as it authorizes multiple constructions of oil platforms off the coast of Scotland in a bit to pump up the precious black gold. Environmental activists are furious at this decision and protest in front of Parliament for several weeks after the decision had been made.
-The Royal Anglian Regiment is deployed into Sierra Leone via aircraft carrier to act as peacekeepers in the war torn region. The country is still wracked with civil war and strife as it fights off the rebels, but the help is appreciated by the Leonese government.
-The most controversial act to come from the government however is the British Naval Spending Act of 2000, which essentially re-creates the formerly defunct Mediterranean Fleet. Jordan and Lebanon agree to the plan and work to cooperate on its completion. It is scheduled to be completed in the next year.
-The final big government program initiated is the Technology and Information Futures for Israeli Scholars (TIFIS). This program would give subsidies to technology companies working in Israel for the development of new, innovative websites on the Internet. The program would also give grants to universities in Israel that teach computer science and computer programming. Dozens of tech startups begin to pop up in Jerusalem and Tel-Aviv and more people begin to sign up for computer science courses in their universities. It seems that Israel might be trying to foster its own silicon valley to rival that of the United States.
-Israeli engineers working in the IDF manage to improve a pre-existing suppressor used by the army. The suppressor manages to reduce the noise profile of the weapon attached to it compared to previous versions. This gives special forces an edge in tactical incursions and operations, giving it the nickname “Night Stalker”.

-Immediately, NASA begins using its massive budget to good use, hiring engineers across the country and begins to develop a rocket with twice the power as the Saturn V rocket and with better efficiency. NASA’s timetable begins with an expedition to the Moon to collect samples of rock, with a secondary return a year or so later to establish a permanent research base. The objective of the moon base is to eventually establish a colony on the moon and make it self sufficient. Another phase includes a voyage to Mars which is to take place within 2-3 years from now. America is looking to the stars and throws boatloads of money to achieve its goals.
-The election season heats up in preparation for November, and the primaries go on throughout the first 6 months of the year. For both sides, the victors are easily Al Gore for the Democrats and George W. Bush for the republicans. As the two begin to prepare for the general election, both sides prepare their battle strategy in how to win the election. President Rau states that the goal is to move the country into a green direction and to have the country’s power grid be powered by nuclear energy by 50% by 2007. Environmentalists rejoice in Germany and applaud the move.
-The Leopard 2 MBT is given a sprucing up as military engineers update the systems inside as well as the armor plating of the tank. The tank now sports modern computer system in it as well as improved plating that better defends it from blasts and attacks.
-The Bundeswehr holds drills to “better cohesion and tactics” within itself. France and Poland are invited to partake, with the two agreeing to it. French, German and Polish military units are seen drilling together and onlookers observe from a distance, snacks in hand to enjoy.
-German company Siemens announced that its R&D division and engineers had designed and created a functional “exoskeleton”. -The disease, now known as “White Fever” among Scotlanders, continues its spread across the entirety of the region. All regions in Scotland now have reports of the dead walking and riots break out as people panic. Stores sell out on food and supplies and people begin to craft weapons to combat the dead. Scotland is in disarray and chaos.
-Perth, and the county it resides in, has been overrun with the infected. The streets are quiet except for the shambling and growling of infected.
-The infection mutates, as the infected begin to show more increased motor functions, allowing them to walk and move faster in general after their victims and also begin to conglomerate in large herds. This makes them more lethal as they can overwhelm unprepared survivors.
-The disease makes a rapid movement southward, penetrating into England proper as many northern counties in England report the “White Fever” occuring. People begin to pressure Parliament to take action.
-British citizens can be seen stocking up on supplies and water and begin to barricade their homes and some even go so far as to leave the country entirely.
-Due to the Olympics, an unfortunate soul carries the infection over to Australia and attacks several people after dying in his rented accomodation, officially spreading the virus to Sydney, Australia.
-Along with this, one of the people attacked was a chinese national and made their way to Beijing. After reanimating, several people were attacked by the individual, spreading the disease to China.
-One of the people attacked in Australia was also an American, who made their way back to Philadelphia only to expire and be re-animated in their apartment building. After attacking several people, the infection has spread to the United States.
