The Assembly is replaced by the New York Senate, composed of two representatives from each county, while the presidency is established for terms of five years. -One of the first executive decisions Hamilton makes is to move the capital of the republic to Albany, so to be equally as close to all citizens of the country. -Free to enact the economic beliefs he has held, the president charters the First National Bank of New York to govern the country's finances, along with a new New York Mint. The bank is chartered for twenty-five years, much to the delight of the republic's large merchant class in NYC. -In regards to New York City, recognizing it as the state's largest economic center and not wanting to fix what is not broken, the NY Senate passes a resolution to allow the city to govern its own economic and domestic laws so long as they do not come into conflict with Albany's. -Knowing that the country is at threat from both land in the north and at sea in the south, Albany works to strengthen the country's defenses. The Army of New York (A.N.Y.) is created, with former state senator General Philip Schuyler appointed to Commander-in-Chief. He is immediately tasked with assessing the republic's defenses to the west and to fortify when possible along navigational rivers in the state. Recognizing the value of well-aimed frontiersmen from the Saratoga Campaign, a special regiment of sharpshooters is made, mostly composed of woodsmen from the Catskill Mountains west of Albany. -Hoping to expand as much influence in the Great Lakes region as the Atlantic, the president orders the Catskill Brigade to occupy the Erie Triangle, a slice of the Lake Erie coast claimed by Pennsylvania. -With the heart of New York's economy resting on its merchant fleet, which is plagued by corsairs and British press-gangs abroad, President Hamilton commissions the creation of the Navy of New York (N.N.Y.). A small delegation is sent to Paris to request the appointment of John Paul Jones to be Grand Admiral of the NNY, which he gladly accepts. Upon arriving in NYC, he is told that the president has requested him to build the an audacious and ambitious navy of 30 ships. -Despite all of the efforts by Admiral Jones, by late summer only three 38-gun frigates, two 28-gun brigs, and an 18-gun sloop is laid out, though future ship construction is planned for expansion. -The formation of a national standing army and active navy bears heavily on the new National Bank and in return on the citizens of the country who by fall become worrisome of President Hamilton's economic direction. To help pull the state's accounts out of the red, Hamilton works with the Senate to put up millions of upstate acres for sale, promising new economic exploitation to any buyers, along with posting abroad an open-door policy to immigrants. By the end of the year, a small number of Dutch and Germans from Hanover settle the wilderness. -Ambassador John Jay is sent to London by order of Hamilton late in the year to normalize relations with Great Britain, hoping to settle a number of issues. Though discussions over English withdraw from Great Lake forts in NY and ceasing of seizing American shipping mostly go well, the treaty stalls into the new year as it is discovered that Albany does not quite have the funds to pay off a number of debts owed to the English government to fully settle. However, despite some hardliners in London calling on cancellations of the talks, pressure building in France opens the British to continued talks for 1791. President Collins of Rhode Island turns the offer down completely, stating "we did not withdraw from Philadelphia to enter Boston", while President Sullivan of New Hampshire became open to at least a defensive pact in regards to the British in Canada. -Having been cut off from westward expansion by other states, the Boston government turns its economic future back east, into the sea. To promote an already growing fishing and whaling industry, taxation of food taken from the sea are heavily slashed. -Like New York, Boston begins construction of a navy to protect its interests on the oceans with the commission of a large, 44-gun frigate dubbed the C.M.S. Mayflower built with the sturdy timber of Maine. Along with the standard canon of any naval vessel, Boston's top navy captain, Samuel Nicholson, offers the idea of adding puckleguns to the decks for close-quarter combat should such an event occur. -To help with foreign relations with France, along with keeping in mind their proximity of Quebec, the Commonwealth National Assembly begins encouraging the teaching of French throughout the country's schools, which many do keeping in mind learning French will be just as useful on the seas as English. Paper bills are made up to denominations of 50, but with 100 pence making one quid, such bills are expected only to be seen by the wealthy plantation owners of the state. -To help prop up resources for the Virginia Mint, the state sends out government surveyors to find gold in the territory to mine. After several months of official prospecting, a number of small gold deposits are found throughout the northeast of the commonwealth, sparking the first American gold rush. The success of the prospecting secures the Virginia Pence on the Gold Standard. -With Virginia's economy reliant on plantations and slave labor, the House of Burgess passes a number of bills to both secure its future while regulate it to both sustain it and the commonwealth, starting with The Christian Treatment of Property Act, pushed by a number of vocal baptist preachers. The law outlaws cruel and unusual punishments of slaves, limits whippings to just twenty-two within a day's period for any given slave, and condemns violent torture of property for its own sake. -Lack of funds were blamed on the loss of the Kentucky territories, and so to fill the commonwealth's treasury coffers, President Henry signs into law two taxes through mid year; The Slave Purchase Tax, taking 10% of each sale of a slave at auction and the White Gold Tax, taking a 5% slice out of sales and transport of cotton. Soon after, members of the House of Burgess whom just barely voted for both taxes are hounded by numerous slave owners throughout the state pressuring them to repeal. -To combat the unrest of the new taxes and maintain a steady income for the state, the government sends out a delegation to London to secure the trade of Virginian cash crops to England and its Caribbean territories. A deal is struck for their sale, but Virginian cotton farmers soon realize they must compete with the British East India Company in sales for cotton, leaving a number of them considering the planting of tobacco for next year's fields. -Knowing that Virginians cannot defend the state on their own, Richmond outlines the beginnings of the state military. The Virginian Militia Enactment is passed, sequestering state funds to build a formal army composed of free, white male volunteers throughout the state. Though an army on paper, in reality the act creates a professional militia where volunteers dedicate time of the year marching and rifling with officers while spending the rest of the time at home working the fields. -France, the only ally of the American states, being in a plight of instability, leaves Virginia's small merchant fleet open to assault by British press-gangs, Berber corsairs, and Caribbean pirates. To combat these plagues of the sea, the Virginian Nautical Security Act is made, commissioning French ship designers to build the state a navy. By the end of the year, the port of Yorktown witnesses the construction of two 24-gun brigs dubbed the V.C.S. Thomas Jefferson and the V.C.S. Richard Henry Lee, along with a 38-gun frigate named the V.C.S. George Washington, in honor of "the fathers of Virginia's independence". Richard Henry Lee was said to be extremely proud and humbled by his country's honoring of him. The brigs are hoped to be finished by 1792, while the C.V.S. George Washington is expected to be well built by 1793. -Relations are built with Virginia's neighbors of North Carolina and Maryland, both of whom warmly welcome Virginia's delegations, with the latter helping secure lowered tariffs on Virginian cotton heading into Pennsylvania. Free travel is allowed between citizens and Indians between both countries. -A part of the treaty with the Cherokee is the pulling back of North Carolinain borders to the Appalachians, angering white settlers in the mountains who have been trying for near a decade to colonize the west. New Bern offers settlers lands in the south of the state, though a good chunk of the acres is marsh and few take the deal resulting in a number joining the self-declared independent Republic of Franklin. However, these settlers are no longer under the protection of the North Carolina militias and are subject to the whims of Cherokee reprisals from now on. -Much like Virginia, North Carolina's government commissions a number of expeditions into the republic's wilderness to assess the natural wealth of the region. While vast forests of good and sturdy timber are surveyed, the government men become excited to discover a few gold veins in rocks of the southwest of the state. -As construction of the new capital in Raleigh continues, President Martin orders an addition to the city be built: a military academy designed to train North Carolinain officers as a core for the republic's militia. Brigadier General John Sevier is appointed to head the academy as the highest ranking military officer in the state. -To continue on the ideas of a rabid defense by the President, the National Assembly pushes through a bill creating a volunteer army. To drive recruitment, part of the army deal is to offer fertile land along the Carolina's borders, creating a sizable force for North Carolina by the end of the year of eager, though poor, recruits. -Despite the anger at the government, a number of wealthy plantation owners welcome the news that New Bern has accepted a trade agreement with Virginia for their cotton to make their way up to northern textile mills. -Hoping to secure their southern border, New Bern sends a delegation to Columbia to pressure South Carolina into cooperation with its sister state to the north, noting their alliance to the Cherokee Nation and their control of tariffs for northern exports. The country's sheriffs, judges and other duly-elected officials are put under the administration of the zone by Savannah to ease governance, especially in time of Indian attack. -To combat the tensions with the Cherokee and Creek Indians to the west, the president of Georgia commissions the a small standing army composed of volunteers from local militias, dubbing the regiment "1st Georgian", with attorney and revolutionary war hero James Jackson as commander. -Though conflict with the western Indians is a great concern, the Seminole Indians and the Spanish Empire to the south of the country is a larger one to President Walton, who creates a larger "2nd Georgian" regiment based in St. Marys along the border. This regiment is given to General Anthoney "Mad" Wayne to command, whom helps build up the regiment from his own private money in service to his country. -In order to arm these regiments and create a little economic growth, Savannah lowers the taxation of gun manufacturing throughout the republic. By the end of the year, several gunsmiths open their shops around the capital to service the Georgian Army. From there, a number of other Cherokee move to Cutonuga, where Dragging Canoe declares the foundation of the "Cherokee Nation" and creating a Grand Council, consisting of Cherokee elders, to govern the entire tribe. The Grand Council in return names him "First Beloved Man" as a sort of head chief of the Cherokee. -Over the months, majority of the Cherokee pledge allegiance to Cutonuga knowing Dragging Canoe's history as as successful war chief. The Grand Council initially retains the rights of all lands in the Cherokee Nation and reorganizes it into tibal provinces, allocated to those pledging loyalty to new government. -By the summer of 1790, Cutonuga rules all but the fringes of the Cherokee people, with what few minor tribes that refused to pay allegiance being crushed by Dragging Canoe's war parties. -Knowing that unification and successful governance is a must to combat the slow growth of white settlers on Cherokee land, the Grand Council begins work on forming a writing system for the Cherokee language. Though by the end of the year they conclude that a symbol per word is too much, they begin to look into symbols forming sound, based off a number of bibles stolen from American settlers. -What solidifies Dragging Canoe and the Grand Council as rulers of the Cherokee is a successful treaty with the North Carolinains, maintaining a border along the mountains. The neighboring republic promises to relocate white settlers already planted in what is now solidly Cherokee land, though many of the inhabitants refuse to move, causing a number of skirmishes throughout the Cherokee Nation's eastern border. However without the support of the coastal government, Dragging Canoe is confident that the white men will be pushed out as all refuse to submit to the offer of being under Cutonuga's laws. -Part of the Grand Council's governance includes a requirement for all tribes loyal to Cutonuga to supply a number of men to the settlement to form a massive war party when called upon. The law is obeyed as Dragging Canoe reveals that he can arm the war parties with muskets and steel knives traded from the Spanish who see a strong Cherokee Nation as a tool to weaken the southern Republics of coast for their own gain. Knowing the river went south into Spanish New Orleans, they decided to find the source of the river and headed north on make-shift rafts. -Reaching what they determined to be the furthest extent to safely travel up the river. They established a small blockhouse with a simple palisade, naming it the "beginning of Courtenville", with half the expedition manning it while the other half returned home. By late September, the men returned to report just two losses of men, both from illness. -Pamphlets telling of the riches to the west are made and spread out through the states and into British Canada for the settlement of Courtenville and its surrounding lands, attracting the attention of a number of Quebecan trappers. -Though contact with local Indian tribes have been few and far inbetween throughout the year, Henry Courtenay takes no risks with his investment and hires a dozen German mercenaries from the state of Hesse-Kassel to protect his future claims. -The Hessian soldiers are armed by Mr. Courtenay's business contacts in New York, who have been promised a future fur trade in return for their investment in cash and arms. North Carolina's turn in regards to their military has been edited to reflect an edited turn sent in but accidentally ignored. Working on the beginnings of turn two now. Not sure how long it'll take, my "L" key is not functioning correctly on my laptop.

Ships of this era took a few years from being laid out to setting sail, some of the time depending on the size of the ship. To make it easier for building navies, I'm going to set some standards for the game (which may not always correspond with real world but are needed for game mechanic's sake). [I]Cutter:[/I] 6-8 guns, 6 months to build (done this turn) [I]Sloops[/I] 16-20 guns, 1 year to build (done next turn) [I]Brigs[/I] 24-28 guns, 2 years to build (done two turns) [I]Frigate:[/I] 38-42 guns, 3 years to build (done three turns) [I]Battleship:[/I] 52-58 guns, 4 years to build (done four turns) Bigger battleships are possible, but exceptionally expensive for the entire country to build. I can be certain right now that none of you have the money for such things (let alone a large number of Frigates or higher). You may ask why waste time building cutters and sloops when you can wait a bit for brigs and frigates? Well, the smaller ships are great for coast defenses (coast guard?) and are generally cheaper. I'm not going to say "this ship cost this much" while another cost more or less, I play it by feel and like to keep it in relatively unspecific terms. Just assume that the bigger the ship, the more expensive it'll be and I'll leave context clues in the turn that ship is hurting the treasury or not. Also, naming every individual ship is welcomed and encouraged for flavor and fun's sake. Making a fleet will be time consuming, so may as well micromanage it a bit.
